under Wage Earner’s Scheme— Whether goods imported under this Scheme could be
refused necessary clearance on the plea of violation of Import Policy of 1986—
87—When the goods being drugs and medicines are imported under the Wage Earners
Scheme with the approval of the concerned authority arid the validity of L!C
expires before releasing the goods but the period of LIC is extended and
revalidated by the authority, there is no violation of any provision of law or
rules and regulations of the Import Policy in as much as special relaxation has
been provided by the Bangladesh Bank Exchange Control Manual of 1986 Edition
with regard to import of goods by petitioner’s foreign exchange under the Wage
Earner’s Scheme— Provision of the Import Policy in question has no manner of
application in the present case as the import is not on cash basis—Import
Policy Order 1986—87 Cl. 15(VII) & (VIII).
