Rule—80

Appointment of stevedores and handling
contractors of inland ports
—B IWTA as conservator of such ports can appoint
stevedores and handling contractors and grant licence to them—Holding of public
auction for such appointment is not prohibited.

The
whole object of Rule 80 is to enable the Conservator of Ports to appoint
stevedores and handling contractors and to regulate their activity within the
port area by appropriate terms and conditions. The method of appointment by
advertisement in the daily newspapers to hold public auction for selecting the
highest bidder at such auction for appointment has been laid down in circulars
and these are provided in the circulars in detail. Reading the provisions Of
Rule 80 as a whole, we nowhere find the prohibition to hold public auction for
the purpose of selecting stevedores and handling contractors.
