Articles 24 & 25—

Under the
Articles 24 and 25 the Government and the Board of Directors are authorised to
make rules. Upon the repeal of the Government Servants (Discipline and Appeal)
Rules of 1976, the Rules of 1984 are being followed.

Articles 24 & 25—

The ‘Corporation
is competent to institute proceedings against its officers even though no Rule
and Regulations have been framed under Articles 24 and 25— Interpretation of
the provisions of Articles 24 and 25—Absence of Rules, no consequences will
flow from it absence.

Articles 24 & 25—

Interpretation
of Rule 7(i)(ii) of the Rules of 1984—Acceptance of the contentions of the
petitioners will amount to rule­making on the part of the Court—A legal fiction
can be created by a statute and not by the court by interpreting a Rule.
